In February 2023, the Consumer Product Safety Commission (CPSC) issued a proposed rulemaking notice to regulate the safety of consumer goods containing button/coin batteries.
It specifies the scope, performance, labeling, and warning language of the product. In September 2023, the final regulatory document was issued, deciding to adopt UL4200A: 2023 as the mandatory safety standard for consumer goods containing button/coin batteries, and to be included in 16CFR part 1263

Enforcement date: March 19, 2024
The 180 day transition period from September 21, 2023 to March 19, 2024 is the enforcement transition period, and the enforcement date of the 16 CFR 1263 Act is March 19, 2024.
The Lisbon law was established to protect children and other consumers from the hazards of accidental ingestion of button or coin batteries. It requires the Consumer Product Safety Committee (CPSC) to issue a consumer product safety standard that requires consumer products using such batteries to have a child proof outer shell.
UL4200A aims to evaluate the usage risks of consumer products containing button/coin batteries, taking into account the risk of harm caused by exposure to children during daily use.
Main update content:
1.The battery compartment containing replaceable button batteries or coin batteries must be fixed so that they require the use of tools or at least two independent and simultaneous hand movements to open.
2.The battery compartment of button batteries or coin batteries shall not allow such batteries to be touched or removed due to normal use and abuse testing.The entire product packaging must come with a warning.
3.If feasible, the product itself must come with a warning.
4.The accompanying instructions and manuals must include all applicable warnings.
