PFHxA will be included in REACH regulatory control

On February 29, 2024, the European Committee on Registration, Evaluation, Licensing and Restriction of Chemicals (REACH) voted to approve a proposal to restrict perfluorohexanoic acid (PFHxA), its salts, and related substances in Appendix XVII of the REACH regulation.
1. Regarding PFHxA, its salts, and related substances
1.1 Material information
Perfluorohexanoic acid (PFHxA) and its salts and related substances refer to:
Compounds with perfluoroapentyl groups linked to straight or branched C5F11 carbon atoms
Having straight or branched C6F13 perfluorohexyl groups
1.2Excluding the following substances:
C6F14
C6F13-C (=O) OH, C6F13-C (=O) O-X ′ or C6F13-CF2-X ′ (where X ′=any functional group, including salt)
Any substance with perfluoroalkyl C6F13- directly connected to sulfur atoms
1.3Limit requirements
In homogeneous materials:
PFHxA and its salt sum: < 0.025 mg/kg
Total PFHxA related substances: < 1 mg/kg
2. Control scope
Fire fighting foam and fire fighting foam concentrate for public fire fighting, training and testing: 18 months after the regulations come into force.
For public use: textiles, leather, fur, shoes, mixtures in clothing and related accessories; Cosmetics; Food contact paper and cardboard: 24 months from the effective date of the regulations.
Textiles, leather, and fur in products other than clothing and related accessories for public use: 36 months from the effective date of the regulations.
Civil aviation fire fighting foam and fire fighting foam concentrate: 60 months after the regulations come into force.
PFHxAs is a type of perfluorinated and polyfluoroalkyl compound (PFAS). PFHxA substances are considered to have persistence and fluidity. They are widely used in many industries, such as paper and paperboard (food contact materials), textiles such as personal protective equipment, household textiles and clothing, and fire foam. The EU's sustainable development strategy for chemicals places PFAS policy at the forefront and center. The European Commission is committed to gradually phasing out all PFAS and only allowing their use in situations where it is proven to be irreplaceable and crucial to society.
