In January 2022, the European Union issued the authorization regulation 2022/30/EU through the official gazette, which clearly stipulates the compliance standards required to implement Article 3.3 (d), (e), and (f) of the Radio Equipment Directive RED. According to regulatory requirements, the new cybersecurity requirements will be officially enforced on August 1, 2025. Equipment manufacturers need to start preparing for product testing and certification as soon as possible and obtain CE-RED certification.
1. What is RED Article 3.3 regulation
According to the Radio Equipment Directive (RED) issued by the European Union, this directive sets a series of regulatory requirements for the placement and use of radio equipment in the EU market. Article 3.3 of RED specifies additional basic requirements for specific categories of radio equipment, among which sub clauses 3.3 d/e/f (i.e. RED Article 3.3 d, e, f) focus on basic requirements for network security.
The core goal of these basic requirements is to comprehensively enhance the network security of wireless products, strengthen the protection of personal data and privacy, and ensure the security of financial transactions. 2.What is the EN 18031-1/2/3 standard
It is worth mentioning that the basic requirements for network security proposed in RED Article 3.3 are closely related to the EN 18031 standard developed by the European Telecommunications Standards Institute (ETSI).
EN 18031-1/2/3, as a conformity presumption standard for radio products that comply with the basic requirements of RED Article 3.3 network security, has been included in the RED coordination standard.
The EN 18031 standard is a specific refinement and technical implementation guide for the network security requirements in RED Article 3.3, providing wireless product manufacturers with clearer and more operational technical specifications and testing methods to ensure that products can comply with the network security standards set forth in RED Article 3.3 and smoothly enter the EU market.
This regulation focuses on wireless devices in the EU market, with a particular emphasis on regulating network security, personal data privacy protection, and fraud prevention measures, aiming to improve the network security level of devices and enhance consumers’ trust in wireless devices.
It is worth noting that if the relevant products fail to meet the standards, the manufacturer will bear serious consequences such as product recall, economic penalties, expulsion from the market, and damage to reputation.
